1. History of Tam Dao National Park establishment.
The natural forests of Tam Dao play an important role in regulation of water supply for agriculture and living activities of buffer zone people. Every summer, Tam Dao resort (Tam Dao Town), situated at an altitude of 900 m a.s.l welcomes some ten thousands of local and international tourists. In spring (from January to March), some ten thousands of visitors and pilgrims come to Tay Thien vestige where they can see numerous ancient pagodas and temples, and enjoy ecotourism in summer time.
Tam Dao forest stores precious natural resources and a rich biodiversity with a great deal of endemic species. This is also a place to stores, conserves and recovers genetic resources for scientific research of national and international scientists and students. The forest is also home to numerous medicinal plants.
On January 24th 1977, the Prime Minister issued Decision No. 41/TTg to establish the Tam Dao Nature Reserve with a total area of 19,000 situated in three provinces of Vinh Phuc, Thai Nguyen and Tuyen Quang.
On August 9th 1986, the Nature Reserve of Tam Dao was listed in the Decision 194/CT of the Chairman of the Ministerial Council regarding the Nature Reserve system of Vietnam, and assigned tasks of carrying out research, developing plans and conducting a study on the scientific and technological aspects of each nature reserve to the Ministry of Forestry, and the respective district and provincial People’s Committees.
On March 6th 1996, the Prime Minister issued Decision No. 136/TTg to approve the study on the feasibility of Tam Dao National Park formulation. On May 15th 1996, the Minister of Agriculture and Rural Development issued Decision No. 601 – TCCB/QD on the establishment of the Tam Dao National Park under MARD management.
On June 15th 1996, Tam Dao National Park was established with a total area of 36,883 ha at an altitude of 100 m a.s.l upwards. The Park’s Headquarters is located at Km 13 (on national road 2B from Vinh Yen city to Tam Dao Town), Ho Son commune – Tam Dao district – Vinh Phuc Province.
On April 1st 2008, the Minister of Agriculture and Rural Development issued Decision No. 975/QĐ-BNN-TCCB on handing over the Tam Dao National Park to the Forest Protection Department’s management.
2. Functions and duties: (Pursuant to the Decision 575/QĐ/KL-VP dated 17/6/2008 passed by the Forest Protection Department on functions and duties of TDNP):
(1) Management, protection and conservation of its natural ecosystem; Restoration of the natural resources and landscapes.
(2) Research and international cooperation.
(3) Environmental services.
(4) Submission of programmes, investment projects to the Director of Forest Protection Department and playing as an investor according to the Government regulations;
(5 Conducting propagation, education, guidance and insurance of policy and law enforcement on forest protection and management.
(6) Management of allocated finance and assets; enforcement of the regulations on self-control and self-responsibility on finance; practicing thrift, anti-corruption and anti-profligacy as well as public administration reform according to the Government regulations,
(7) Organization management: staff, civil servants, officers; salary, rewarding and punishment according to regulations of the Director of the Forest Protection Department and Government.
(8) Fulfillment of other tasks assigned by the Director of the Forest Protection Department
